Plains, a leading transportation and midstream company, is seeking an HSE Engineer to drive analytics, risk assessment, and continuous improvement across field and corporate operations. You will lead gas monitoring initiatives, IH programs, lone worker systems, and MOC governance while coordinating with Operations, Training, and HSE teams.

Qualifications

  • Cleared criminal history and satisfactory reference checks.

  • Bachelor’s degree in Engineering or 5‑10 years of equivalent operations/HSE field supervisor experience.
  • 5+ years of experience in HSE, Industrial Hygiene, Process Safety, or a related field.
  • Knowledge of OSHA regulations and industry best practices.
  • Experience administering Management of Change (MOC) programs.

Responsibilities

  • Lead the MSA Gas Monitoring Program governance, deployment, calibration, and data management.
  • Develop and implement Industrial Hygiene programs; manage IH monitoring data and exposure records.
  • Administer Lone Worker monitoring system and related procedures; investigate alerts and incidents.
  • Coordinate MOC reviews, track actions, and ensure risk assessments and approvals are completed.
  • Support incident investigations, PSM training materials, and governance forums.

Position Overview

The HSE Engineer is part of the Plains HSE analytics, investigation, and risk team. This role leads the development of new HSE programs, maintains and improves existing programs—such as gas cloud‑based personal monitoring systems, industrial hygiene, lone worker, and process safety management—and supports risk‑management analysis. The engineer also updates recurring training modules and plays a critical role in strengthening operational discipline, risk visibility, and continuous improvement across field and corporate operations.

Key Responsibilities

MSA Gas Monitoring Program

  • Serve as the HSE lead for the MSA gas monitoring program.
  • Oversee program governance, including monitor selection, deployment standards, calibration requirements, and data management.
  • Ensure consistent use of MSA gas monitors across field operations in accordance with company standards and regulatory requirements.
  • Review and analyze gas detection data to identify exposure trends, emerging risks, and opportunities for more detailed industrial hygiene testing and control improvements.
  • Coordinate with Operations, Field HSE, and Training teams to support effective use and understanding of gas monitoring technology.

Industrial Hygiene Support

  • Assist with the development and implementation of the Industrial Hygiene program.
  • Conduct or coordinate exposure assessments for noise, dust, vapors, chemicals, heat stress, ergonomics, and other occupational hazards.
  • Collect, manage, and maintain IH monitoring data and exposure records.
  • Prepare exposure assessment reports and communicate findings to management and employees.
  • Support respiratory protection, hearing conservation, and occupational health programs.
  • Coordinate corrective actions resulting from IH assessments and audits.
  • Maintain compliance with applicable OSHA and company IH requirements.

Lone Worker Program Administrator

  • Manage and maintain the site's lone worker monitoring system and associated procedures.
  • Ensure employees working alone are properly enrolled, trained, and monitored according to company requirements.
  • Review lone worker activity reports and investigate communication failures or emergency alerts.
  • Coordinate emergency response procedures related to lone worker incidents.
  • Conduct periodic audits and testing of lone worker devices and communication systems.

MOC Program Administrator

  • Coordinate and administer the site Management of Change (MOC) program.
  • Facilitate MOC reviews and ensure proposed changes are evaluated for safety, health, environmental, operational, and regulatory impacts.
  • Track MOC actions to completion and maintain accurate documentation within the MOC management system.
  • Verify required risk assessments, training, procedures, and approvals are completed before implementation.
  • Generate and distribute MOC metrics, reports, and performance indicators.
  • Conduct periodic audits of MOC records to ensure compliance with corporate and regulatory requirements.
  • Support process hazard analyses (PHA) and risk management activities related to changes.
  • Partner with IS to optimize the electronic MOC system based on audit results and user feedback.

Training, Communication & Governance

  • Support development and delivery of incident management, PSM, and gas monitoring training materials.
  • Provide guidance and coaching to field and corporate personnel on incident reporting and risk management expectations.
  • Participate in HSE governance forums, committees, and leadership reviews.
  • Contribute to internal standards, procedures, and OMS documentation related to PSM and MOC.
  • Conduct incident investigations for higher risk events.
Job Requirements
  • Cleared criminal history and satisfactory reference checks.
  • Compliance with the Company’s drug and alcohol policy, including pre‑employment D&A testing.
  • Eligibility to work in the U.S. for the duration of employment (no employment‑based visa sponsorship).
  • Bachelor’s degree in Engineering or 5‑10 years of equivalent operations/HSE field supervisor experience.
  • 5+ years of experience in HSE, Industrial Hygiene, Process Safety, or a related field.
  • Knowledge of OSHA regulations and industry best practices.
  • Experience administering Management of Change (MOC) programs.
  • Experience with gas detection equipment and atmospheric monitoring.
  • Strong organizational, analytical, and communication skills.
  • Proficiency in Microsoft Office Suite and HSE management systems.
