Job summary

B&A is seeking a Business Analyst to support a federal contract with the OSCAR program, focusing on HRIS, process automation, and secure, scalable solutions. You will lead a team of analysts and collaborate with cross-functional groups to optimize hiring workflows and ensure compliance with merit system principles.

Responsibilities include configuring USA Staffing/USAJOBS, documenting requirements, performing UAT, and delivering training.

Qualifications

• 3+ years of business analysis experience, including gathering requirements and supporting HRIS, applicant tracking, or talent acquisition systems.
• Hands-on experience with USA Staffing and/or USAJOBS as a configuration analyst, administrator, 'super user', or functional analyst.
• Knowledge of federal hiring lifecycle and merit system principles.
• Experience with requirements gathering, process mapping, and writing functional documentation (user stories, SOPs, use cases).
• Experience with UAT for system changes and releases.
• Strong analytical skills with data reporting (Excel/Cognos/BI).
• Ability to obtain U.S. Government Public Trust / suitability determination.

Responsibilities

• Serve as a functional SME for USA Staffing and USAJOBS across the full hiring lifecycle.
• Configure and maintain system settings, templates, notifications, and workflows to reflect client policies.
• Coordinate posting of job announcements to USAJOBS and troubleshoot integration issues.
• Elicit and translate business requirements into functional specifications and system requirements.
• Map current vs future-state hiring workflows and identify bottlenecks.
• Create SOPs, user stories, use cases, and traceability matrices.
• Lead testing and UAT for releases and updates.
• Provide training and end-user support for HR staff and hiring managers.
