Responsibilities

  • -Coordinate and process personnel transactions for 5,500+ employees
  • -Manage allowances/differentials and complex compensation changes
  • -Process base salary updates, job changes, and FLSA designations
  • -Maintain accurate, timely, and compliant personnel data
  • -Serve as a subject-matter resource to HR staff and division representatives
  • -Interpret policy and contract language and coach staff on HRIS workflows
  • -Perform detailed data entry, personnel action processing, record auditing, research, troubleshooting
  • -Maintain data integrity and resolve discrepancies
  • -Collaborate across HR units and agency divisions as a liaison
  • -Support system enhancements and ongoing process improvements
  • -Monitor policy, CBA, and Workday integrations involving compensation changes
  • -Identify data mismatches and resolve payroll-related errors
  • -Manage the full lifecycle of personnel records audits
  • -Respond to HRIS requests through Workday Case Management and email
  • -Provide guidance to employees, managers, and HR partners

Job description

  • Coordinate and process personnel transactions for more than 5,500 employees
  • Manage allowances/differentials and complex compensation changes
  • Process base salary updates, special pay types, job changes, and FLSA designations
  • Maintain accurate, timely, and compliant personnel data
  • Serve as a subject-matter resource to HR staff and division representatives
  • Interpret policy and contract language and coach staff on HRIS workflows
  • Perform detailed data entry, personnel action processing, record auditing, research, troubleshooting, and problem solving
  • Maintain data integrity and resolve discrepancies
  • Collaborate across HR units and agency divisions as a liaison
  • Support system enhancements and ongoing process improvements
  • Monitor policy, CBA, and Workday integrations involving compensation changes, job changes, and merit increases
  • Identify data mismatches and resolve payroll-related errors
  • Manage the full lifecycle of personnel records audits

Requirements
  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Applied Behavioral Sciences, Industrial Relations, or a job-related course of study; OR
  • Valid Professional in Human Resource certification from the Human Resource Certification Institute and one year of Human Resource experience; OR
  • Three years of Human Resource paraprofessional or technical-level experience
  • SCHRP certification substitutes for six months of human resource professional-level experience
  • SHRM Certified Professional certification substitutes for one year of professional human resources experience
  • PSHRA-CP certification substitutes for one year of professional human resources experience
  • Criminal record and background check meeting OHA criteria at hire and throughout employment
  • Ability to attend mandatory in-person meetings in Salem, Oregon as needed
  • Resume, required cover letter of no more than two pages, and complete supplemental questions
  • No visa sponsorship; must be authorized to work in the United States and complete I-9 documentation
  • Experience with Workday HRIS or comparable systems, personnel actions, compensation changes, job changes, and high-volume record updates
  • HR records processing and auditing experience
  • Ability to interpret and apply contracts, policies, and regulations
  • Proficiency with Microsoft Office Suite, Teams, Smartsheet, and Excel
  • Experience creating and maintaining job guides, SOPs, and process documentation
