Job summary

Jobtailor seeks a senior HR specialist to act as a subject matter expert in protected leave administration, classification, and employee relations. You will support training and development, provide guidance to managers, and help shape HR policies using data-driven insights.

You will analyze workforce data, develop reports and dashboards in Power BI, and collaborate with Workday and other HR systems to ensure pay equity and compliant position management.

Qualifications

  • Bachelor's degree in Human Resource Management or related field plus 2 years HR professional experience.
  • PHR/SHRM-CP/SCHRP/PSHRA-CP certifications with 3 years HR experience.
  • Five years HR experience with 3 years at professional level.
  • Master's degree may substitute for one year of experience.
  • PHR/SHRM-CP/SCHRP/PSHRA-CP certifications may substitute for experience.
  • Valid driver's license and acceptable driving record.
  • Authorized to work in the United States; Oregon does not sponsor visas.
  • Reliable internet and remote work environment if approved for remote work.
  • Experience with employee relations activities, HR documentation, data and metrics reporting, protected leave administration, pay equity reviews, position management, and classification analyses.
  • Experience using Power BI, PowerPoint, Excel, Workday reporting, or similar tools.
  • Experience with learning platforms and HR work in public-sector and union environments.

Responsibilities

  • Collaborate with managers, payroll, budget staff, and agency stakeholders on HR data, policies, and workforce issues.

Job description


  • Serve as subject matter expert in protected leave administration, classification and position management, and employee relations

  • Support training and development and HR Business Partners

  • Provide guidance and technical assistance to managers, supervisors, and represented employees on classification, compensation, and leave matters

  • Analyze workforce data to support operational strategies

  • Serve as a resource for Workday and other HR systems

  • Administer classification and compensation programs through position and organizational analyses, classification and position actions, pay equity compliance, salary administration, and position management guidance

  • Develop workforce and HR reports, dashboards, and metrics; monitor trends and compliance issues; and provide data-driven recommendations

  • Support employee relations investigations, complaint intake, grievances, disciplinary actions, public records requests, unemployment claims, and related matters

  • Administer protected leave programs, determine eligibility, coordinate leave case management, ensure compliance, maintain records, and consult with employees and managers

  • Collaborate with managers, payroll, budget staff, and agency stakeholders on HR data, policies, collective bargaining agreements, and workforce issues


Requirements


  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Applied Behavioral Sciences, Industrial Relations, or a job-related course of study, and two years of Human Resource professional-level experience related to the position

  • OR valid Professional in Human Resource certification awarded by the Human Resource Certification Institute and three years of related Human Resource professional-level experience

  • OR five years of related Human Resource experience, including three years at the professional level

  • A master's degree may substitute for one year of professional-level experience

  • Valid SCHRP certification may substitute for six months of professional-level experience

  • Valid SHRM Certified Professional certification may substitute for one year of professional-level experience

  • Valid PSHRA-CP certification may substitute for one year of professional human resources experience

  • Required driver's license, acceptable driving record, personal vehicle, or alternative means of transportation

  • Authorized to work in the United States; Oregon Department of Education does not offer visa sponsorship

  • Reliable and secure internet connection and professional remote work environment if approved for remote work

  • Experience with employee relations activities, HR documentation, data and metrics reporting, protected leave administration, pay equity reviews, position management, and classification analyses
