Job summary

The City of Philadelphia's Office of Innovation & Technology (OIT) IT unit seeks an HR systems developer to support HR applications and reporting. You will contribute to both web-based and client-server deployments, develop documentation, and collaborate with HR and IT teams to deliver reliable HR tools.

You will follow SDLC practices, review code, and help design development standards while improving HR data workflows and reporting capabilities across departments.

Qualifications

• Bachelor’s degree in CS, MIS or a related field
• 2-3 years of HR systems experience including configurations and customizations, preferably with Web/SQL development
• 2-3 years of programming with HTML, ASP, JavaScript, XML, MS Access, SQL, PL/SQL
• 2-3 years of HR reporting tools or Data Warehouse knowledge (EiS, Cognos, OBIEE)
• Experience working in a team in a knowledge-sharing environment

Responsibilities

• Support and facilitate the use of HR applications within the department
• Develop quality documentation and test plans with project teams
• Develop or maintain HR Websites, queries, scripts, macros, views
• Learn new software and determine appropriate uses based on user requirements
• Develop and optimize HR reporting using Web methodologies and EiS/OBIEE/SQL
• Collaborate with OHR and OIT on inter-departmental tasks and projects
• Gather user requirements and develop applications, web-based or otherwise
• Coordinate short- and long-term project implementation, policies and procedures
• Follow SDLC methodology including requirements gathering, architecture, coding and testing
• Review code and high-level designs to ensure objectives are met
• Identify and propose solutions for application inefficiencies
• Create and maintain development frameworks and code libraries
• Create prototypes and functional specifications
• Develop QA documentation and test plans with QA analysts
• Develop operating documentation with production support teams
• Suggest technical standards for applications and City as a whole
