Job summary

City of Philadelphia is hiring for an IT role within the Office of Human Resources. You will support HR applications, develop documentation, and create HR reports using EiS, OBIEE, Cognos and SQL tools.

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia – increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

The Office of Human Resources (OHR) IT unit is responsible for supporting OHR’s mission of collaborating with client departments to deliver quality customer service. This position will be a member of a small team that supports existing and evolving applications using HTML, ASP, XML, SQL, MS Access, Excel, and various Reporting tools. Applications are both web applications and client server deployed. Support for off-the-shelf software is also required, as well as the development of new applications.

Essential Functions

  • Participate as a team member to support and facilitate the use of applications in the department which includes understanding Human Resources operations
  • Work closely with the project team members to develop quality documentation and test plans
  • Develop or maintain efficient HR Websites, queries, scripts, macros, views and other methods requests
  • Demonstrated ability to learn new software and/or technologies and determine appropriate uses based on user requirements
  • Develop and optimize complex HR reporting needs using Web based methodologies, existing EiS and/or OBIEE reporting tools, and/or MS/Oracle SQL reporting tools in multiple database environments
  • Work well with Office of Human Resources (OHR), Office of Innovation and Technology (OIT) resources and other departments on inter-departmental tasks and projects
  • Gather user requirements and develop applications, Web based, and otherwise
  • Help coordinate the implementation of short- and long-term projects, objectives, policies and procedures for the production and maintenance of all application development related issues
  • Follow SDLC methodology including requirements gathering, solution architecture, coding, and testing
  • Review code and high-level designs by other team members to ensure that strategic objectives and business needs are met
  • Proactively identify application inefficiencies and propose solutions
  • Identify, create, and maintain development frameworks and code libraries
  • Create prototypes and functional specifications for application development projects
  • Work closely with the team members and QA analysts to develop quality assurance documentation and test plans
  • Work closely with production support and help desk staff to develop operating documentation.
  • Make suggestions on creating technical standards for specific applications and the City as a whole

Competencies, Knowledge, Skills and Abilities

  • Apply application development standards and best practices
  • Understand application and network architecture
  • Reliably deliver work of the highest standards on time
  • Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • Interpret a variety of instructions, furnished in written, oral, diagram, or schedule form and communicate them effectively
  • Include documentation both external to, and internal to, applications
  • Document code or processes written by other programmers or vendors
  • Diagnose and communicate software & hardware issues, suggest fixes, as appropriate to vendors
  • Upgrade or repurpose existing applications & equipment
  • Demonstrate exemplary communication skills with management, administrative and technical staff

Working Knowledge of:

  • PeopleAdmin, Testing Software i.e. Sigma, Scantron
  • SQL, stored procedures and efficient use of SQL query language, and scheduled jobs.
  • Microsoft tools, VB, MS Access coding a plus
  • Network Administration, Active Directory, Desktop Services, Hardware & Software configurations
  • LAN / WAN support knowledge
Qualifications

Required:

  • Completion of a Bachelor’s Degree program at an accredited college or university that includes major course work in computer sciences, management information systems or a related field
  • 2-3 years of experience with Human Resources Systems including configurations, customizations – Preferably with Web/SQL development and interfacing with HR systems
  • 2-3 years of experience with HR based reporting tools or Data Warehouse knowledge such as EiS, Report Writer, Cognos, OBIEE, similar transaction based / data warehousing and reporting tools
  • Working with a team in a knowledge sharing environment
Additional Information

Salary Range: $80,000 - $87,000

Starting salary to be determined based on experience and qualifications.
