Job summary

The Town of Berlin, Maryland, seeks an experienced Director of Human Resources & Risk Management to lead the Town’s HR and employee risk-management functions. This senior role plans, organizes, directs, and administers programs covering recruitment, compensation, benefits, retirement, labor relations, performance management, policy, compliance, investigations, and risk management.

The Director advises the Town Administrator and department leadership on workforce strategy and employment-law

Qualifications

• Bachelor’s degree in HR, business administration, public administration, or related field is required.
• Five years of progressively responsible HR or personnel experience may substitute for the degree requirement.

Responsibilities

• Leads recruitment, classification and compensation, payroll, benefits, retirement administration, employee and labor relations, performance management, and personnel policy.
• Oversees affirmative action, regulatory compliance, workplace investigations, workers’ compensation coordination, employee training, organizational development, and risk management.
• Advises the Town Administrator and department leadership on workforce strategy and employment-law compliance; collaborates with Town leadership and department heads.

Education
