Job summary

City of Bend is hiring a full-time HR People Operations Analyst (FLSA Exempt) to strengthen the employee experience through HR technology, process improvement, data analysis, and HR expertise. The role focuses on maintaining HR systems, leading projects, and supporting recruitment, onboarding, and performance management.

The ideal candidate will serve as the NEOGOV administrator, analyze workforce data, deliver actionable insights, and partner with HR managers to train staff.

Qualifications

• Bachelor’s degree (B.A/B.S) from a four-year college or university, or an equivalent combination of education and experience providing the required knowledge, skills, and abilities
• 4 to 5 years of experience in progressively responsible operational human resources roles

Responsibilities

• Improve and maintain HR systems, tools, and workflows, including serving as the City’s NEOGOV administrator
• Lead HR projects that make services more accessible, efficient, and effective
• Analyze workforce data and deliver reports, recommendations, and actionable insights
• Support HR initiatives across recruitment, onboarding, performance management, and employee experience
• Partner with Department HR Managers to train and advise managers and employees on HR programs and best practices
• Help ensure HR processes are consistent, compliant, and aligned across the organization
• Conduct classification, compensation, and organizational analyses
• Collaborate with departments across the City to build trust, resolve issues, and improve HR services
