Job summary

The Franklin County Department of Human Resources seeks a dedicated Human Resources Officer to support assigned agencies with staffing, disciplinary actions, and interpretation of civil service and collective bargaining rules.

You will assist with recruitment, job postings, classifications, policy development, and record keeping, plus conduct job audits, interviews, and trainings. The role emphasizes counsel, compliance, and data-driven HR administration.

Qualifications

• Associate's degree in human resource management, public administration, or related field with three (3) years of human resources or related experience.
• No special license or certification is required.

Responsibilities

• Assist assigned agencies in staffing, disciplinary proceedings, and interpretation of civil service laws, rules, regulations, work rules, and collective bargaining agreements.
• Assist in recruitment, job selection, job placement, labor relations, position descriptions, classifications, personnel policies and procedures, work rules, and job postings.
• Review employment online and paper applications for minimum requirements; notify applicants when decisions have been made; draft correspondence related to personnel information; maintain records and reference checks.
• Conduct job audits, disciplinary hearings, exit interviews, prepare monthly reports; participate in interviews, job fairs, and trainings; advise and counsel employees on personnel matters; investigate complaints and grievances; attend SPBR hearings and testify as needed; prepare speeches.
