Job summary

Catapult Learning, a division of FullBloom, is seeking an HR Specialist to lead workforce operations and compliance for multi-state educational programs across PA, NJ, MD, and VA. You will oversee onboarding, I-9, E-Verify, background checks, and district partnerships to ensure regulatory compliance and smooth staffing.

This role partners with regional leadership and HRBPs, managing payroll coordination and leave administration, and develops workforce analytics dashboards to inform leadership

Qualifications

• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• 2–4 years of progressive HR generalist or HR operations experience.
• Experience supporting a multi-state workforce, ideally in education or a regulated environment.
• Hands-on experience with I-9 and E-Verify processes.
• Experience managing background checks, fingerprinting, clearances, and licensure tracking.
• Experience preparing for audits and keeping documentation audit-ready.
• Experience with leave administration, payroll resolution, benefits navigation, and policy guidance.
• Ability to support corrective action and offboarding with an HRBP.

Responsibilities

• Lead workforce operations and compliance for multi-state educational programs across PA, NJ, MD, and VA.
• Direct onboarding, fingerprinting, licensure tracking, I-9 and E-Verify in compliance with regulations.
• Serve as regional SME on workforce compliance and district approvals.
• Maintain onboarding/compliance procedures and audit readiness protocols.
• Monitor certification expirations and background screening attestations.
• Develop regional workforce dashboards and provide actionable insights on retention and staffing trends.
• Partner with supervisors and regional leadership on employee relations, payroll resolution, benefits navigation, and policy guidance.
• Oversee recruitment workflows, requisition alignment, and district onboarding timelines with centralized teams.
• Oversee HRIS and payroll transactions, ensuring accurate records and timeliness.
• Manage district partnerships, staff clearances, funding updates, and compliance documentation.
