Job summary

Housing Authority of Champaign County (HACC) is seeking a Human Resources Manager to lead HR operations in the Urbana-Champaign area. The role covers recruitment, onboarding, employee relations, performance management, and compliance with HUD and other regulations.

Qualifications

Bachelor's degree or equivalent in HR and/or business administration or five years of HR experience.
SHRM-CP certification within one year of hire.
Knowledge of HUD requirements, EEO standards, FLSA, FMLA, ADA, Title VII and related employment laws.
Experience developing and updating HR policies, procedures, and handbooks.
Experience in recruitment lifecycle, onboarding, employee relations, and performance management.
Ability to prepare reports, workforce analytics, and compliance documentation.
Ability to lead organizational change and foster inclusive workplace culture.

Responsibilities

Oversee recruitment, onboarding, employee relations, performance management, and compliance with federal, state, and local regulations.
Develop and update HR policies and procedures; manage benefits administration and training programs.
Guide supervisors on HR best practices and support organizational change efforts.
Coordinate pre-employment screenings, background checks, and new-hire documentation.
Prepare HR reports and workforce analytics for leadership and auditors.
Ensure confidentiality and security of employee information.
