Job summary

The Harris Center for Mental Health and IDD seeks an experienced HR Manager, People Partners to lead the HRBP function under the Director of People Partners. This role coaches HRBPs, supports employee relations and workforce planning, and aligns HR activities with organizational goals in a large Texas agency.

The position collaborates with Talent Acquisition and onboarding, drives strategic HR initiatives, and ensures policy compliance across Harris County’s largest behavioral health network.

Qualifications

• Five+ years of progressively responsible HR experience including senior-level HRBP or employee relations responsibilities.
• Three+ years of leadership or supervisory experience.
• Experience providing strategic HR consultation and advising leadership on organizational initiatives.
• SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.

Responsibilities

• Establish HRBP service delivery standards and coach HRBPs toward consistent practice.
• Advise leaders on workforce strategy, employee relations, and organizational effectiveness.
• Oversee performance management, investigations, corrective action, and separations per policy.
• Develop proactive employee relations strategies to foster engagement and retention.
• Lead continuous improvement across the People Partner function and drive compliance.
