Job summary

Washington County in West Bend, Wisconsin, is seeking a Human Resources Manager to lead recruitment, benefits, training, and employee relations for ~600 staff. This onsite, full-time role reports to the Director of Finance and Employee Experience and offers a comprehensive benefits package and opportunities for organizational impact.

The ideal candidate will have a Bachelor's in HR and 6+ years of HR experience, with strong knowledge of employment law and HR best practices.

Qualifications

• Bachelor's degree in Human Resources or related field.
• Minimum six years of progressively responsible HR experience.
• Strong knowledge of employment law and employee relations.
• Experience with benefits administration, leave management, and HR practices.

Responsibilities

• Lead recruitment, onboarding, and retention efforts across County departments.
• Provide guidance to supervisors and leadership on employee relations, performance management, corrective action, and policy interpretation.
• Oversee employee benefits, leave administration, wellness initiatives, and HR compliance activities.
• Coordinate training programs and professional development opportunities for employees and leaders.
• Support compensation administration, position classification reviews, and market analysis.
• Assist with labor relations activities and collective bargaining support.
• Coordinate workplace investigations and employee concerns.
• Partner with County leadership to build a positive, engaged, and accountable workplace culture.
• Oversee employee safety initiatives, safety training programs, and related compliance activities.
• Maintain HR policies, procedures, reporting requirements, and personnel records.
