Job Summary

Human Resources at CU Boulder invites applications for an HR IT Program Manager! This position will serve as a program manager for Human Resources Information Technology (HRIT) and reports directly to the HR IT Director. This position provides strategic application administration, program management, and operational oversight for HR technology services, data analytics, reporting, and application support functions across the Human Resources organization.

This position leads a team of HR technology professionals responsible for enterprise HR applications, data analytics, reporting, automation, and system administration. This role partners closely with HR Centers of Excellence, HR Business Partners, the Office of Information Technology (OIT), the CU System Office, vendors, and campus partners to deliver technology solutions that support HR business objectives and enhance the employee experience. This position is responsible for managing the assigned HR technology portfolio stack, supervising related application support and service delivery, advancing process optimization and automation through technology transformation initiatives, ensuring data integrity and reporting capabilities, and driving continuous improvement across HR systems and processes.

The HRIT Program Manager serves as a domain expert for key enterprise HR platforms supporting the Boulder campus. This role maintains a comprehensive understanding of HR-supported application roadmaps, system enhancements, emerging technologies, and industry standards. Through partnership with HR units, business partners, and technology collaborators, the position evaluates business needs and designs technology-enabled solutions that enhance operational efficiency, improve service delivery, and support effective management of HR programs and initiatives.

What Your Key Responsibilities Will Be
HR Program Management:
  • Lead the planning, implementation, governance, and continuous improvement of HR technology programs and services.
  • Develop and manage application stack roadmaps, priorities, project portfolios, and team backlogs aligned with HR and institutional strategic objectives.
  • Supervise configuration management, security administration, reporting capabilities, and user access controls across HR applications.
  • Establish and maintain strong partnerships with HR leadership, HR Business Partners, OIT, System office vendors, and campus partners.
  • Lead vendor relationships and service improvement initiatives; address customer concerns.
  • See opportunities to enhance business processes through technology solutions, integrations, and process optimization.
  • Manage technology-related projects, including scope, timelines, resources, risks, and partner communications.
  • Ensure HR technology solutions support organizational goals, compliance requirements, and operational excellence initiatives.
  • Serve as technology domain expert for supported applications within the HRIT portfolio.
  • Present and train end users on product features as needed.
Application Support Management:
  • Lead the HR Application Support team responsible for administration, maintenance, enhancement, and operational support of HR systems.
  • Oversee incident management, service requests, problem resolution, and system enhancement processes.
  • Ensure consistent customer service practices and adherence to established service-level expectations.
  • Collaborate with HR partners, OIT, and vendors to resolve system issues and implement application improvements.
  • Monitor system performance, data quality, and operational health across supported applications.
  • Establish support processes, service metrics, and continuous improvement initiatives to enhance service delivery.
Data Analysis, Reporting and Metrics:
  • Supervise HR Data Analytics, Reporting, and Dashboards.
  • Partner with HR leadership and business collaborators to identify reporting requirements and actionable insights.
  • Oversee the design, development, and maintenance of dashboards, reports, and data visualization solutions.
  • Promote data governance, data quality standards, and standard procedures for reporting and analytics.
  • Leverage data from HCM, CIW, HRI, and related systems to support strategic decision-making and organizational planning.
  • Provide consultation and guidance regarding available analytics tools, reporting capabilities, and data-driven solutions.
HR Service Delivery:
  • Oversee HRIT technologies, integrations, workflow solutions, automations, and application configuration activities.
  • Evaluate opportunities to improve efficiency, reduce manual effort, and enhance service delivery through automation and process redesign.
  • Partner with HR domain experts and business leaders to identify, prioritize, and implement automation opportunities.
  • Measure and report on operational efficiencies, adoption metrics, and business outcomes.
  • Collaborate with OIT, UIS, vendors, and other partners to ensure successful deployment and support of technology solutions.
  • Oversee User Experience (UX) and User Interface (UI) for Central HR applications. Ensure HR applications provide a consistent, accessible, and user-centered experience, including compliance with ADA accessibility standards and institutional branding requirements.
  • Provide resolution for escalated technology support services.
  • Manage unit testing and Quality Assurance.
Leadership and Staff Supervision:
  • Supervise and develop HRIT staff responsible for data analytics, reporting, application administration, and application support functions.
  • Establish performance expectations, conduct evaluations, and support employee development and career growth.
  • Foster a collaborative, customer-focused, and continuous improvement culture within the HRIT team.
  • Allocate resources and prioritize workloads to ensure effective service delivery and project execution.
Documentation, Knowledge Management, and Training:
  • Oversee the development and maintenance of HRIT standard operating procedures, technical documentation, and knowledge base resources.
  • Ensure documentation supports operational continuity, compliance, and effective knowledge transfer.
  • Coordinate user training and educational resources related to HR technology solutions and reporting tools.
  • Promote adoption of standard methodologies and consistent processes across HR technology services.

The annual hiring range for this position is $109,000-$119,000.
