Job summary

Louisiana Department of Transportation and Development (DOTD) in District 04–Bossier City seeks a Human Resources Analyst A-C to manage HR duties including hires, payroll actions, records, benefits, and recruitment support. This role ensures compliance with Civil Service rules and DOTD policies in LaGov HCM systems.

The ideal candidate will have HR experience or a bachelor’s degree, with substitution rules stated for college coursework.

Qualifications

Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.

Responsibilities

Serves as the primary HR contact for the District, processing personnel and payroll actions such as hires, promotions, position changes, and separations, ensuring accuracy and compliance in LaGov HCM and related systems.
Maintains employee records and verifies employment data including pay, leave accrual, benefits, and organizational assignments; researches and resolves discrepancies in accordance with Civil Service rules and applicable laws.
Provides support for employee benefits programs, guiding staff through new hire enrollment, annual enrollment, qualifying life events, and retirement options.
Supports supervisors and managers with performance evaluations, disciplinary actions, ADA accommodations, and other employee relations matters.
Assists with recruitment activities by posting vacancy announcements, responding to applicant inquiries, reviewing materials for compliance, and providing workforce reports and HR support to leadership.
