Job summary

Native American Connections, Inc. is seeking a Director of Housing Services to lead PSH, supportive housing, shelter, and homelessness programs in Phoenix. You will ensure culturally responsive, trauma-informed, and compliant operations.

The role oversees program management, staffing, interdepartmental collaboration, and partnerships with community and funding stakeholders to deliver high-quality housing services that promote stability and positive outcomes.

Qualifications

• Bachelor’s degree in business or social services preferred; Master’s degree preferred.
• Minimum of five years in senior social services leadership, ideally as director or manager.
• At least 5 years’ experience working with homeless, low-income, or vulnerable populations.

Responsibilities

• Provide program oversight of PSH, supportive housing, shelter and homeless programs to ensure effective implementation.
• Lead development and continuous improvement of housing service models, policies, and procedures.
• Ensure programs align with HUD/PSH principles, trauma-informed care, and cultural responsiveness.
• Oversee compliance with contractual and regulatory requirements at local, state, and federal levels.
• Provide leadership and supervision to managers and staff, including hiring and performance management.
• Collaborate with Finance, Compliance, Property Management, Data & Outcomes, and Clinical Services for integrated operations.
• Support implementation of new or expanded housing and shelter programs and initiatives.
• Monitor housing system funding and regulatory updates and adapt operations accordingly.
• Ensure timely and accurate program reporting, audits, and monitoring with internal teams.
• Develop staffing structures, workflows, and systems to support effectiveness and priorities.
• Review audits of case plans, HMIS data, grievances, and incident reports for NAC policy compliance.
• Establish and enforce Housing Services policies to improve efficiency across the department.
• Promote high performance, collaboration, accountability, and continuous improvement.
• Identify inefficiencies, optimize workflows, and reduce costs while increasing productivity.
• Lead performance management and monitoring for the Housing Service department.
• Collaborate with Development and Finance teams for financial sustainability and grant management.
• Monitor department budgets and resource utilization for responsible fiscal management.
