Job summary

The Center for Victims of Torture seeks a Program Manager to lead the Hope & Belonging program in St. Paul, MN, ensuring effective operations and high-quality client services. You will oversee budgeting, staffing, and interdepartmental collaboration while expanding partnerships and new service models.

You will supervise a diverse team, coordinate training, and represent the program at community and stakeholder meetings. Hybrid work includes 80% in-office and 20% remote.

Qualifications

• Advanced degree in social work, psychology, counseling, public administration, or related field
• Minimum 5 years of trauma and mental health or MHPSS experience
• 2 years of experience supervising clinical/administrative professionals
• Experience with medical billing
• Demonstrated success building cohesive teams
• Hybrid/supervisory experience in a remote setting

Responsibilities

• Develop the annual budget and manage program expenditures
• Coordinate with HR, Finance and HIM teams to ensure smooth day-to-day operations
• Supervise program supervisors, client services coordinator, insurance case manager, and interpreters
• Lead staff hiring, training, coaching, and performance management
• Manage community outreach and stakeholder engagement
• Hire, train, and supervise program volunteers and interns
• Coordinate training and presentations to raise awareness of CVT services
• Develop and manage clinical internship program
