About the Position

This Time-Limited job opportunity is in the MS Office of Homeland Security, PEARL, MS, located in RANKIN COUNTY, and will serve as the Homeland Security Grant Program Equipment/Inventory Manager.The incumbent serves as a key resource for ensuring the agency can accurately demonstrate the proper use and accountability of federally funded equipment during monitoring visits, audits, and reviews.The incumbent will be responsible for the statewide management, tracking, accountability, and documentation of equipment and other assets purchased through federal Homeland Security grant funding. This position plays a critical role in ensuring that grant-funded equipment remains properly accounted for, appropriately identified, maintained, and utilized in accordance with federal grant requirements, state policies, agency procedures, and applicable laws and regulations.The incumbent will travel extensively throughout the State of Mississippi to conduct physical inventory inspections, verify equipment locations and assignments, affix and maintain inventory identification tags, reconcile inventory records, identify discrepancies, and prepare detailed reports documenting the status and disposition of grant-funded equipment.

Essential Duties and Responsibilities:

  • Conducts statewide inspections and physical inventories of equipment purchased with federal Homeland Security grant funds.
  • Travels to law enforcement agencies, emergency management organizations, public safety facilities, local governments, and other participating entities throughout Mississippi to verify the existence, location, condition, and assigned custodian of grant-funded equipment.
  • Maintains accurate and current inventory records for all equipment and assets purchased through Homeland Security grant programs.
  • Assigns, affixes, replaces, and verifies equipment identification and inventory tags in accordance with established agency procedures.
  • Maintains detailed records identifying equipment descriptions, serial numbers, model numbers, acquisition dates, costs, funding sources, locations, assigned agencies, custodians, and current condition.
  • Reconciles physical inventory findings with agency financial, property, grant, and inventory records and identifies discrepancies requiring corrective action.
  • Investigates missing, damaged, transferred, disposed, relocated, or otherwise unaccounted-for grant-funded equipment and coordinates with appropriate personnel to resolve discrepancies.
  • Reviews equipment records and supporting documentation to ensure compliance with federal grant requirements and applicable state property-control policies.
  • Prepares comprehensive inventory reports, reconciliation reports, inspection reports, discrepancy reports, and other documentation required for grant administration and oversight.
  • Maintains documentation necessary to support federal and state audits, grant monitoring visits, financial reviews, and programmatic compliance reviews.
  • Assists with preparation for federal, state, and internal audits by ensuring grant-funded equipment records are complete, accurate, and readily accessible.
  • Monitors equipment throughout its lifecycle, including acquisition, receipt, tagging, assignment, transfer, relocation, maintenance, replacement, and disposition.
  • Coordinates with grant managers, fiscal personnel, property officers, local agencies, and other stakeholders to resolve inventory and documentation issues.
  • Provides guidance and technical assistance to participating agencies regarding equipment accountability, inventory requirements, tagging procedures, documentation, and proper disposition of grant-funded property.
  • Develops and maintains standardized inventory procedures, forms, checklists, tracking systems, and reporting tools to improve statewide equipment accountability.
  • Enters, updates, and maintains inventory information in electronic databases, spreadsheets, asset management systems, or other approved tracking systems.
  • Analyzes inventory data to identify trends, discrepancies, compliance concerns, and areas requiring additional monitoring or corrective action.
  • Ensures that changes in equipment location, ownership, custody, or status are properly documented and reported.
  • Assists with the development of corrective action plans when equipment or inventory records do not meet federal or state requirements.
  • Maintains organized electronic and physical files containing inventory documentation, photographs, inspection records, correspondence, reports, and supporting grant documentation.
  • Prepares presentations, summaries, spreadsheets, and other management reports regarding statewide grant-funded equipment and inventory status.
  • Communicates professionally with federal, state, and local officials and representatives of participating agencies regarding grant-funded equipment and inventory requirements.
  • Performs follow-up inspections and corrective inventory reviews when discrepancies or compliance concerns are identified.
  • Maintains confidentiality and exercises sound judgment when handling sensitive agency, law enforcement, grant, and equipment information
