About the Position
This Non-State, Time-Limited (14) job opportunity is in the MS Office of Homeland Security, PEARL, MS, located in RANKIN COUNTY, and will serve as the Homeland Security Meth/Heroin Grants Program Manager. The Meth/Heroin Grants Program Manager is responsible for the planning, administration, coordination, monitoring, and evaluation of grant-funded initiatives designed to combat methamphetamine and heroin/opioid trafficking, distribution, and related criminal activity throughout Mississippi. This position serves as a key program management resource within the Mississippi Department of Public Safety (MDPS) Homeland Security Department and works closely with federal, state, and local law enforcement agencies, prosecutors, task forces, treatment and prevention partners, and other stakeholders. The Grants Program Manager oversees the full grant lifecycle, including grant development, application preparation, award administration, budgeting, expenditure monitoring, performance reporting, compliance, audits, and grant closeout. The position ensures that grant-funded activities are aligned with federal and state requirements, MDPS priorities, and measurable public safety outcomes. This position requires a highly organized, analytical, and results-oriented professional capable of managing multiple grants, projects, deadlines, budgets, and partner agencies simultaneously.

Essential Duties and Responsibilities:
- Manages and administers state and federally funded grants supporting methamphetamine, heroin, opioid, and other illicit drug enforcement and interdiction initiatives.
- Develops, prepares, and coordinates grant applications, renewal requests, amendments, budgets, work plans, and supporting documentation.
- Works with Homeland Security leadership and participating agencies to identify emerging drug-related threats and develop grant-funded strategies to address them.
- Serves as the primary point of contact for assigned grant programs and provides technical assistance and guidance to participating agencies and grant recipients.
- Monitors grant expenditures, obligations, reimbursements, and budgets to ensure funds are properly utilized and remain within approved funding categories.
- Reviews invoices, financial documentation, purchase requests, personnel costs, equipment purchases, and other expenditures for allowability and compliance with grant requirements.
- Maintains accurate grant records, files, correspondence, financial documentation, performance data, and supporting documentation necessary for monitoring and audits.
- Develops and submits required financial, statistical, narrative, and performance reports to federal and state funding authorities.
- Establishes performance measures and evaluates grant-funded programs to determine effectiveness, progress, and return on investment.
- Conducts or coordinates monitoring reviews of participating agencies and subrecipients to ensure compliance with grant terms, applicable laws, regulations, policies, and approved project plans.
- Identifies deficiencies, develops corrective action recommendations, and follows up with grant recipients to ensure issues are resolved timely.
- Coordinates with federal, state, and local partners involved in drug enforcement, interdiction, intelligence, investigations, prosecution, prevention, and community safety initiatives.
- Assists law enforcement partners in developing project goals, budgets, procurement plans, performance measures, and implementation strategies.
- Tracks grant deadlines, reporting requirements, matching requirements, performance milestones, and grant deliverables to ensure timely completion.
- Monitors trends and emerging issues involving methamphetamine, heroin, fentanyl, opioids, and other controlled substances and evaluates their potential impact on Mississippi's public safety mission.
- Assists in developing statewide initiatives and collaborative strategies designed to disrupt drug trafficking organizations and reduce drug-related crime.
- Prepares executive summaries, briefing materials, presentations, spreadsheets, reports, and other information for Homeland Security leadership and agency executives.
- Provides technical assistance regarding grant regulations, procurement requirements, allowable costs, documentation standards, and reporting expectations.
- Coordinates grant-related meetings, training sessions, stakeholder meetings, and program reviews.
- Maintains working knowledge of applicable federal grant requirements, state purchasing requirements, audit standards, and MDPS policies and procedures.
- Assists with federal and state audits, monitoring visits, reviews, and requests for supporting documentation.
- Identifies opportunities for additional grant funding and assists with researching, developing, and pursuing new funding opportunities.
- Ensures grant-funded equipment, technology, training, and other resources are appropriately documented, tracked, utilized, and maintained.
- Develops and maintains databases, spreadsheets, dashboards, and tracking systems to monitor grant activity, expenditures, performance, and outcomes.
- Performs site visits and may travel statewide to meet with participating agencies, inspect grant-funded activities or equipment, conduct monitoring activities, and provide technical assistance.
- Maintains confidentiality of sensitive law enforcement, investigative, financial, and grant-related information.
Preferred Qualifications
Typically requires a Bachelor’s degree and 2-4 years of experience. — Hiring Agency Prefers: Experience with Federal Grants Program Management and MAGIC is preferred.
