This is a time limited position (NS-14). Develop and maintain project plans, schedules, milestones, deliverables, budgets, and performance measures.Coordinate implementation activities across multiple state agencies, divisions, programs, contractors, and community partners.Monitor grant expenditures, obligations, and financial activity in coordination with fiscal and grants-management staff.Ensure grant activities comply with applicable federal laws, regulations, funding-agency requirements, state policies, and award terms and conditions.Track grant deliverables, performance indicators, reporting deadlines, and required documentation.Coordinate preparation and submission of federal financial, programmatic, and performance reports.Identify potential risks, compliance issues, delays, and barriers to successful grant implementation and develop corrective actions.Maintain comprehensive grant records, including award documents, amendments, correspondence, reports, invoices, procurement documentation, and supporting records.Coordinate with federal awarding agencies regarding questions, amendments, extensions, budget revisions, monitoring activities, and other award requirements.Support or coordinate federal and state monitoring reviews, audits, desk reviews, and site visits.Review project progress and expenditures against approved grant budgets and work plans and recommend adjustments when necessary.Facilitate regular project meetings and communicate project status, risks, decisions, and action items to leadership and stakeholders.Provide technical assistance and guidance to state agencies and grant-funded partners regarding grant administration and compliance requirements.Develop management reports, dashboards, briefing materials, and presentations for executive leadership and other stakeholders.Ensure timely resolution of findings, deficiencies, and corrective-action items identified through monitoring or audit activities.Coordinate grant closeout activities, including final reporting, reconciliation of expenditures, disposition of equipment or property when applicable, and retention of required records.Perform other related duties as assigned.
Knowledge of federal grant administration, including applicable federal grant regulations and award requirements. Knowledge of project management principles, practices, and methodologies. Knowledge of budgeting, financial management, procurement, and contract administration. Ability to interpret and apply federal regulations, grant guidance, policies, and award terms. Strong organizational and time-management skills, with the ability to manage multiple grants, projects, and deadlines simultaneously. Strong analytical and problem-solving skills. Excellent written and verbal communication skills. Ability to develop effective working relationships with federal agencies, state officials, program staff, contractors, and external stakeholders. Ability to monitor project performance, identify risks, and implement corrective actions. Proficiency with Microsoft Office or comparable project-management, reporting, and data-analysis tools. Ability to prepare clear, accurate, and professional reports and executive-level communications.
Environmental Engineer I: Typically requires a Bachelor’s Degree, a valid certificate of registration as a Professional Engineer from the Mississippi State Board of Registration for Professional Engineers and Land Surveyors, and 0-3 years of engineering experienceProject Manager II: Typically requires a bachelor’s degree and 2-4 years of experience
