Job summary

Tobosa Developmental Services seeks a Home Visiting Program Manager to provide overall leadership, administration, and oversight of the Home Visiting Program. This role ensures delivery of high-quality, family-centered services supporting healthy child development and school readiness.

The position supervises home visiting staff, monitors performance, and ensures compliance with funding requirements and evidence-based models.

Qualifications

• Experience managing diverse staff with humility.
• Administrative experience in human services including quality assurance and continuous quality improvement.
• Master’s degree in public health or human services administration or related field; or BA with 3 years in Healthy Families America.
• Willingness to engage in reflective practice and supervision.
• Infant mental health endorsement preferred.
• Experience with populations including children 0–5 and families from diverse backgrounds; bilingual English/Spanish preferred.
• Ability to maintain accurate records in paper and electronic systems.
• Strong interpersonal communication, leadership, organizational, budgeting, and data management skills.
• Ability to manage multiple priorities and ensure program compliance with funding requirements.
• Must pass a mandatory background clearance required for childcare workers in NM.
• CPR certification within 90 days of hire; FAN certification within one year of hire.
• Reliable transportation with NM driver’s license and proof of insurance.
• Ability to work in culturally diverse settings and both independently and in a team.

Responsibilities

• Program Leadership and Administration: Oversee daily operations, strategic planning, implementation and evaluation to meet goals.
• Staff Supervision and Development: Recruit, supervise, train, mentor, and evaluate home visiting staff.
• Family Engagement and Service Quality: Ensure services are family-centered, culturally responsive, and aligned with evidence-based practices.
• Compliance and Quality Assurance: Monitor grant adherence, policy compliance, confidentiality, documentation, and regulations.
• Data and Performance Management: Track outcomes, review indicators, maintain records, and prepare funder reports.
• Budget and Resource Management: Develop and monitor budgets, allocate resources, support grants and sustainability.
• Community Collaboration: Build partnerships with community agencies, healthcare providers, and early childhood programs.
• Continuous Quality Improvement: Identify delivery improvements and optimize program resources.
