Job summary

The South Carolina Commission on Higher Education is seeking an experienced Higher Education Policy Analyst to research state and national higher education trends, policies, and legislation and to produce policy briefs and memos for lawmakers and stakeholders.

The Analyst will review legislation with guidance from the General Counsel and PED, develop fiscal impact statements, and communicate findings to Commissioners, educators and other stakeholders while collaborating with CHE staff and office

Qualifications

• Bachelor’s degree in public administration, business or higher education or a related discipline.
• Three years of public administration, business or higher education work experience or a graduate degree in public administration or related discipline.
• Ability to interpret and apply state and federal laws, rules and regulations pertaining to the agency and higher education.
• Ability to review and digest research pertaining to higher education.
• Ability to collaborate and communicate effectively through written and oral presentations.
• Ability to work in a fast-paced political environment and maintain confidentiality.

Responsibilities

• Conduct research in collaboration with CHE staff on higher education policies and analyze data related to educational systems, processes and policies.
• Summarize higher education legislation, regulations and agency actions and analyze their impact on SC higher education.
• Prepare fiscal impact statements and provide updates to staff, Commissioners and CHE website during legislative sessions.
• Communicate research findings through policy briefs and memos, and draft communications to Commissioners and lawmakers.
• Collaborate with agency offices and participate in cross-functional teams to address policy issues.
