Job summary

SHEEO seeks a Senior Policy Analyst to lead policy projects and provide technical assistance to states on higher education priorities. The role focuses on translating policy, data, and research into practical strategies for state decision-making and implementation.

You will manage projects, produce policy reports and presentations, and collaborate with SHEEO member agencies and national partners to advance effective higher education policy and improve student outcomes.

Qualifications

• PhD or EdD in a related field; Master’s with significant experience may substitute.
• Minimum five years of progressively responsible policy/analytical work.
• Experience managing multi-state projects and coordinating stakeholders.
• Ability to translate complex policy/data into usable briefs and tools.
• Knowledge of state education policy, data systems, or postsecondary finance.

Responsibilities

• Manage projects and grants from planning to execution with deadlines.
• Provide technical assistance to SHEEO members on policy development.
• Develop briefs and tools translating research into actionable insights.
• Conduct analysis on state higher education data to inform priorities.
• Represent SHEEO at meetings and contribute to convenings.
• Build relations with member agencies and partners.
• Identify opportunities for new projects and funding partnerships.
• Monitor trends in public higher education and strategic priorities.
