Qualifications

• Bachelor's Degree in a discipline related to the core business function of the department and five years of experience in analysis of mental health or public health programs, or homelessness programs; two years at Health Program Analyst II.
• Master's Degree may substitute for one year of the required experience.
• Seven years of experience in mental health or public health program analysis, two years at Health Program Analyst II may also qualify.

Responsibilities

• Supervises or independently executes and/or leads the development, implementation, and evaluation of health and supportive service programs and sub-programs.
• Leads and coordinates collaboration among departmental programs, public agencies, private and nonprofit organizations, and service providers.
• Develops and implements health, behavioral health, housing, and supportive service initiatives and coordinates implementation activities to achieve goals.
• Reviews and analyzes program data, policies, and reports to recommend improvements.
• Conducts investigations of contracted agency operations and recommends corrective actions.
• Supervises staff and supports training and development of staff with guidance materials.
• Manages contracts with health, behavioral health, housing, and supportive service providers and monitors compliance.
• Assesses performance measures and develops reports to identify gaps and drive improvements.
• Leads quality improvement and program evaluation activities across multiple agencies.

Education
