Job summary

County of Los Angeles seeks an Emergency Health Program Analyst II to support homelessness initiatives under an emergency order. This role may start with an initial period of up to 90 days, with potential for permanent County employment based on performance.

The position requires in-depth program analysis, budget review, and cross-sector collaboration with public, private, and nonprofit partners to address housing, mental health, and substance use challenges facing the community.

Qualifications

• Bachelor's degree in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral or Social Sciences, Business Administration, or closely related field with four years of program analysis experience.
• Master's degree may substitute for one year of required experience in mental health/public health program analysis.
• Six years of experience in mental health or public health program analysis may substitute for the degree requirement.

Responsibilities

• Develops new programs or modifies existing programs based on needs analysis and regulatory requirements.
• Coordinates collaboration among public, private, and non-profit groups to meet target population needs.
• Coordinates meetings with stakeholders to discuss policy issues and influence program direction.
• Develops and implements community action plans and tracks policy progress.
• Evaluates service quality and sets standards for program evaluation and quality assurance.
• Reviews contracted agency budgets and recommends program design changes.
• Reseaches protocols, best practices, and legislation; advises management on impact to services.
• Prepares position papers and recommendations relating to the program area.
• Leads analytic staff or mentors analysts as needed.
