Job summary

Oregon Child Development Coalition in Oregon seeks a County Operations Manager to ensure compliant, high-quality Head Start services across the county. You will lead staff and parents, implement program systems, and coordinate with Central Office to maintain certification and performance standards.

This role emphasizes budgeting, policy adherence, collaboration, and staff development, with extensive travel and a focus on serving low-income families in Oregon.

Qualifications

• Bachelor’s degree in Early Childhood Education, business, or strongly related field preferred with minimum four years supervisory/management experience
• OR AA/AS in ECE with minimum six years supervisory/management experience

Responsibilities

• Ensure compliance with Head Start Performance Standards by planning, developing, and implementing local work plans, systems and procedures
• Monitor budget, reimbursements and ensure procurement and inventory controls
• Develop program improvement plans with Central Office staff and ensure collaboration across service areas
• Coordinate data collection for PIR and conduct community assessments
• Represent and advocate for migrant and low‑income families and manage county partnerships and contracts
