Job summary

BCT Partners is seeking a Lead Program Specialist to support the delivery of professional, technical, and administrative services for Head Start and Early Head Start grants. The role involves supervising a hybrid team while also directly supporting core program specialist functions and coordinating with the Regional Office to ensure compliance and strong program outcomes.

Qualifications

• Bachelor’s degree in early childhood education, human services, public administration, business administration, management, or related field.
• Master’s degree preferred but not required.
• At least 5 years of progressive professional experience directly related to early childhood programs, with Head Start/Early Head Start experience preferred.
• At least 3 years of supervisory experience in a hybrid-working team environment.
• Experience with federal discretionary grants management, including oversight, funding processes, and regulatory compliance.
• Experience managing projects or programs with multiple stakeholders and complex deliverables.
• Experience developing, implementing, and improving systems, processes, and workflows to support program operations.
• Demonstrated experience supporting monitoring, oversight, or quality assurance for grant-funded programs.
• Experience in nonprofit or for-profit program operations and/or financial management is preferred.

Responsibilities

• Supervise onsite and remote staff, including coordinating timelines, resources, and deliverables.
• Serve as project lead for Regional Office activities and maintain client engagement.
• Act as primary interface with the client, including engagement with COR.
• Execute project deliverables and drive achievement of expected results.
• Establish systems, workflows, and procedures to support compliant operations.
• Prepare accurate Monthly Status Reports and Task Summary Reports for the client.
• Coordinate with Regional Office staff, leadership, and external partners for alignment.
• Perform onsite coordination and client support at the Regional Office.
