Job summary

PhoenixAI is seeking its first full‑time HR leader in the U.S. to build HQ HR infrastructure and lead the U.S. people function for a growing, multi-region company. You will establish leveling, compensation bands, equity policy, and a unified performance framework across the U.S.

and APAC. You will manage the U.S. recruiting function, own the HRO relationship with Rippling, and align policies with leadership to unite US and APAC teams.

Qualifications

• 7+ years in HR with broad generalist scope, including at least one stint as the first or founding HR leader at a venture-backed high-growth tech company.
• Built leveling frameworks, comp bands, equity guidelines, and performance systems from scratch.
• Led HR across more than one country, harmonized policy considering local requirements.
• Managed a PEO or HRO partner and know where to delegate and where to stay hands-on.
• Experience with Rippling or a similar HRIS.
• Solid grounding in recruiting and scaling a recruiting function.
• Analytical and comfortable building headcount models with Finance.
• Bonus: Mandarin Chinese proficiency.

Responsibilities

• Take ownership of the US HR function and HQ infrastructure.
• Build global people framework and title taxonomy used across the U.S.
• Define compensation bands and equity philosophy with Finance; benchmark structures.
• Establish onboarding and performance review cycles; define calibration.
• Unite US and APAC teams with shared culture and rituals.
• Lead recruiting across the U.S.; translate headcount plans into a hiring roadmap.
• Own HRO relationship (Rippling) and system configuration; protect service levels.
• Partner with CEO, VP of Finance, and APAC HR to harmonize policies across regions.
