Job summary

The USO seeks a Director, Impact Measurement & Evaluation to lead the enterprise framework for measuring, understanding, and communicating impact for service members and families. You’ll set evidence standards, direct evaluation planning, and partner across functions to prioritize investments and learnings.

You will translate theory of change into actionable outcomes, coordinate internal and external studies, and synthesize findings for senior leadership and boards.

Qualifications

• Bachelor’s degree in a relevant field; 8+ years in impact measurement or related fields.
• 3+ years leading measurement or evaluation functions.
• Fluency in quantitative and qualitative methods, survey design, and data quality management.
• Excellent written and verbal communication; able to report to executives and funders.

Responsibilities

• Lead the design, implementation, and continuous improvement of the USO's enterprise impact measurement, evaluation, research, and learning framework.
• Translate the USO's Theory of Change and logic models into practical outcome frameworks and indicators.
• Establish and maintain enterprise standards for outcome definitions, survey methods, data quality, documentation, and use of evidence.
• Design measurement approaches that are credible, feasible, and aligned with diverse programs and locations.
• Develop and execute a sequenced evaluation plan for the portfolio and coordinate internal/external studies.
• Integrate evaluation findings into portfolio reviews, governance, and performance reporting.
• Lead the Data & Impact Analytics Lead and ensure dashboards, data quality, and insights.
