the USO is seeking a senior leader to design and manage its enterprise impact measurement, evaluation, and learning framework in support of its mission. You will translate theory of change into credible outcome frameworks and oversee cross-site evaluation work to inform strategic decisions.

Responsibilities include developing measurement plans, coordinating internal and external studies, and preparing executive briefings for leadership and funders.

Formación

• 8 years of progressive experience in impact measurement monitoring & evaluation or applied research including 3 years leading measurement or evaluation functions
• Demonstrated success designing outcome measurement frameworks in complex multi site organizations
• Fluency across quantitative and qualitative methods and ability to explain methodology to executives/funders
• Experience overseeing external vendors or consultants delivering data systems or evaluation work
• Exceptional written and verbal communication; able to produce board and funder ready reporting

Responsabilidades

• Lead the design, implementation, and continuous improvement of the enterprise impact measurement, evaluation, research, and learning framework
• Translate theory of change into practical outcome frameworks with indicators and learning agendas
• Develop and execute an evaluation plan for the program portfolio and priority initiatives
• Coordinate internal and external studies to inform decisions on scaling or redesigning investments
• Synthesize evidence into implications and recommendations for senior leadership and the Board
