Job summary

The United Service Organizations, Inc. (USO) in Arlington, VA is seeking a Director of Impact Measurement & Evaluation to lead the enterprise capability for measuring and communicating the organization’s impact for service members and families.

This is an in-person role reporting to the VP of SIPMO, guiding evidence standards and learning agendas across programs. You'll translate Theory of Change into outcome frameworks, coordinate internal and external studies, and strengthen impact

Qualifications

• Bachelor’s degree in a relevant field.
• 8+ years in impact measurement, monitoring & evaluation, or applied research.
• 3+ years leading measurement or evaluation functions.
• Ability to explain methodology credibly to executives, boards, and funders.
• Experience overseeing external vendors or consultants.
• Excellent written and verbal communication.

Responsibilities

• Lead enterprise impact measurement, evaluation, research, and learning framework.
• Translate Theory of Change into practical outcome frameworks and learning agendas.
• Establish enterprise standards for definitions, methods, data quality, and documentation.
• Design measurement approaches across diverse programs and environments.
• Develop and execute a sequenced evaluation plan for the program portfolio.
• Incorporate evaluation into pilots, innovations, and scale decisions.
• Synthesize evidence into actionable implications for leadership and funders.
• Produce recurring impact reports and executive briefings.
• Define data collection requirements and partner with IT on implementation.
• Lead data and impact analytics within the function.
