Job summary

New York City Emergency Management (NYCEM) seeks an Emergency Preparedness Manager to lead contracting actions and procurements for citywide emergency operations. You will supervise procurement staff, review solicitations, and ensure compliance with federal, state, and local requirements.

The role interfaces with ACCO and MOCS to align vendor selection and contracts. The ideal candidate has 8+ years of experience in emergency management or public procurement, with a strong background in policy,

Qualifications

• Four-year high school diploma or equivalent with 8 years full-time professional experience.
• Bachelor's degree with four years of professional experience in emergency management, public administration, or related field.
• Master's degree in emergency management, public administration, urban planning, engineering, economics, political science, or related field, with three years of experience.
• Equivalent combination of education and experience may be considered.

Responsibilities

• Oversee contracting actions and procurement functions to ensure PPB rules and all requirements are met.
• Oversee procurements for emergency events and citywide initiatives; coordinate needs across programs.
• Approve Pre-Solicitation Reports, Recommendations for Award, and responsibility determinations; monitor timelines.
• Draft specifications and scopes of work; review contract documents for compliance with mandates.
• Monitor and update reports on procurement plans for oversight agencies.
• Represent the agency at meetings with MOCS and other city/state/federal partners.
