Job summary

City of New York, NYC Emergency Management (NYCEM), seeks a Deputy Agency Chief Contracting Officer to oversee procurement actions and contracting functions within the Office of Administration & Finance. The role ensures compliance with PPB rules and federal/state requirements while guiding staff and vendor selection processes.

The DACCO will review solicitations, approve key procurement documents, and help set timelines for PSRs, RFAs, and awards.

Qualifications

• Knowledge of procurement lifecycle from requisition through contract close-out across all methodologies.
• Familiarity with federal/state procurement requirements and City policies.
• Strong written and verbal communication skills; ability to manage multiple tasks in a fast-paced environment.

Responsibilities

• Oversee procurement actions and contracting functions to ensure PPB rules compliance and other requirements.
• Manage procurements of varying size and complexity; align with agency needs and timelines.
• Approve PSRs, RFAs, and RD determinations; oversee proposal evaluation and vendor responsibility.
• Draft specifications/scopes of work and ensure RFP content meets mandates.
• Monitor reporting on procurement plans for oversight and management reporting.
