Job summary

National Center on Institutions and Alternatives Inc. in Baltimore, MD, seeks a Director of Operations – Community Living Services to lead a large, multi-site program serving individuals with intellectual and developmental disabilities.

The role reports to the Executive Director and oversees program operations, staffing, budgets, compliance, and quality to ensure person-centered service delivery. This on-site position requires travel between sites and adherence to regulatory standards.

Qualifications

• Bachelor’s degree in a related field or equivalent combination of education and experience.
• Minimum five years of operations management across multiple sites in human services.
• Certified Medication Technician credential required.
• Maryland driver’s license with clean record per NCIA policy.

Responsibilities

• Provide leadership for all Community Living services and monitor service quality.
• Directly supervise the Community Living management team and health suite personnel; indirect oversight of direct support professionals.
• Plan, coordinate, and monitor program operations, staffing, budgets, and resource allocation across multiple sites.
• Develop, implement, and evaluate departmental policies, procedures, and operational systems to support efficient, consistent, and compliant service delivery.
• Ensure timely and accurate documentation in required systems and maintain required reports.
