Job summary

City of Newark Housing Authority is seeking a professional to supervise the Housing Choice Voucher (HCV) Department and oversee contractor-driven management of HCV, Homeownership, and related programs. You will ensure compliance with federal regulations, internal policies, and SEMAP metrics while guiding staff and contractor performance.

Qualifications

Bachelor’s degree in Business, Public Administration or related field.
Advanced professional experience including HUD-approved training in HCV programs and supervisory experience.
Knowledge of federal, state, and local housing programs and regulations.

Responsibilities

Oversee Housing Choice Voucher program activities through a Contractor, including Homeownership and related vouchers.
Ensure Contractor compliance with federal regulations, NHA policies and the Administrative Plan.
Monitor SEMAP-related activities and contract payments.
Review contract deliverables, perform file reviews, and conduct inspections of Housing Quality Standards.
Prepare written reports and meet with NHA senior staff to discuss performance and compliance.
