Job summary

Knowledge Builders Inc. is seeking an experienced Project Manager to lead New York State of Health IT initiatives. The role emphasizes PMBOK-based management, cross-functional coordination, and formal governance to meet enrollment goals and comply with laws and rules.

The incumbent will guide large teams, develop schedules, manage budgets, and maintain key documentation while engaging with Executive-level stakeholders across the program.

Qualifications

• 84+ months: guidance to large teams and extensive industry experience at the top of the field.
• 84 months: experience managing multiple IT projects with exec-level interactions.
• 60 months: scheduling in Microsoft Project.
• 60 months: PMBOK-based project management with defined processes and templates.
• 48 months: SDLC or in-house application development projects.
• 36 months: projects for New York State agencies.
• Bachelor’s degree required.

Project/Program:

New York State of Health (NYSoH) is New York's official health plan marketplace established by Executive Order No. 42. The temporary personnel services requested are needed to support the on-going operational activities for information technology systems consistent with enrollment goals and federal and state law and rules.

Day-to-day Tasks

Specific tasks will include:

• Manage project using a Project Management Body of Knowledge (PMBOK) based project management methodology containing well defined and documented processes, templates, and guidelines for all project phases, the adherence to which is required and managed by a formal Project Management Office.
• Prepare and manage Project Management Plan including, but not limited to scope statement, schedule, budget, quality plan, risks, issues, and communication plan, etc.
• Prepare documents such as presentations, and meeting materials.
• Track Project performance to ensure goals are being met.
• Identify and facilitate communications with stakeholder groups.
• Utilize formal project change process and communicate changes with all stakeholders.

Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact.

Expert

84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications

• 84 months of experience in managing multiple IT projects where regular interactions with Executive level stakeholders were required.
• 84 months of experience in managing an IT project with a minimum of eight project team members.
• 60 months of experience in developing and maintaining schedules in Microsoft Project.
• 60 months of experience in managing projects using a Project Management Body of Knowledge (PMBOK) based project management methodology containing well defined and documented processes, templates, and guidelines for all project phases.
• 48 months of experience in managing software implementation projects or in house application development (SDLC) projects.
• 36 months of experience in managing projects for New York State agencies.
• Bachelor’s degree.
