Job summary

Knowledge Builders Inc. is seeking a seasoned Project Manager to support OASAS Secure Software Development Lifecycle projects and related IT/Infrastructure ventures in New York.

You will serve as the primary facilitator, plan meetings, prepare agendas and Minutes, and manage project status and resources. The role requires extensive experience in SDLC, cross‑agency coordination, and stakeholder engagement, with PMI‑PMP certification preferred.

Qualifications

• 84+ months experience as a Project Manager, managing budgets, schedules, scope, and status reports.
• Lead Project Manager using SDLC including Planning, Analysis, Design & Development, Implementation, Testing and Release activities.
• 60 Months experience managing infra projects with network connectivity.
• 48 Months experience supporting IT contract Scopes of Work, upgrades, configurations, triage and testing.
• 60 Months experience managing multiple projects across infra and application development.
• 60 Months experience understanding server and database requirements across Dev/QA/Prod environments.
• 48 Months experience using Service Now Project Management to update project records.
• 48 Months experience leading projects with state government stakeholders.
• 48 Months experience managing multi-agency projects.
• PMP Certification from PMI.

Responsibilities

• Act as facilitator and primary manager for projects related to OASAS Business efforts.
• Plan and facilitate project and technical meetings, including demos of progress.
• Provide agendas and distribute meeting minutes for project management meetings.
• Use project management tools to delegate staff, track status and estimate time.
• Provide regular status reports with metrics and mitigation progress.
• Coordinate with Technical Lead, Developers and Business Analysts.
• Coordinate test plan development and testing with the Project Technical Lead.
• Adhere to NYS project management directives and processes.
• Document status in NYS ITSM and coordinate service requests with ITS service owners.

Provide project management related tasks to OASAS Secure Software Development Lifecycle Projects (like IDS, IDC). IT projects supporting mission critical business processes, and Infrastructure projects, and others as needed.

Day-to-day Tasks

Daily Tasks include but are not limited to the following:

• Act as facilitator and primary project manager forprojects related to OASAS Business efforts.
• Use project management methodology and documentation to manage projects. Plan and facilitate all required project and technical meetings including demonstrations of application development progress.
• Provide Agendas and Distribute Meeting Minutes for all Project Management Meetings.
• Useproject management tools, such as Microsoft Word, Excel, Project and Visio to delegate staff assignments, track project status and determine time estimates.
• Provide regularstatus reports detailing project metrics, progress, and mitigation strategies underway to address concerns.
• Coordinate and Partner with Project Resources including Technical Lead, Developers and Business Analysts.
• Coordinate the development of test plans and testing with the Project Technical Lead.
• Adhere to all NYS Project Management directives and processes.
• Leverage NYS ITSM to document project status/progress, and ensure project team members submit requests for services from other ITS service owners as necessary to fulfill project requirements.

Requested Qualifications

• 84Months Experience as a Project Manager, managing project execution and control, includingmaintaining project budgets, Microsoft project schedules, scope, requirements, status reports, communication plans, and quality standards.
• 84 Months Experience as a Lead Project Manager using the Secure Software Development Lifecycle including the use of Planning, Analysis, Design & Development, Implementation, Testing and Release to Production activities for new software implementations.
• 60 MonthsExperience as a Project Manager, managing infrastructure projects which require network connectivity (such as building management systems, medication distribution systems, temperature monitoring systems,VOIP, Wireless, and other systems)
• 48 Months Experience providing technical support to facilitate understanding of IT related proposed contract scopes of work to ensure they are written in a manner that ensures implementation of version upgrades, installations, configurations, custom development, triage and troubleshooting incidents, and testing.
• 48 Months Experience managing application development projects that include commercial off-the-shelf (COTS) products.
• 60MonthsExperience managing multiple projects on varied platforms simultaneously, such as infrastructure and application development and platform migration projects.
• 60 Months Experience working on projects that require the ability to understand technical requirements such as server and database requirements for multiple environments like Dev, QA, Prod.
• 48 Months Experience managing Project Management functions in Service Now Project Management Software to update and maintain project management records, such as start/end date, estimates, cost plan, change request,maintain milestones, enter status report, etc.
• 48 Months ProjectManagement experience leading projects with direct stakeholder involvement at state government director level and above.
• 48MonthsExperiencein managing projects involving more than one state agency.
• Project Management Professional (PMP) Certification from the Project Management Institute (PMI).
