Job summary

NYS OASAS seeks an experienced Project Manager – Expert to lead and oversee complex initiatives for the State of New York. You will facilitate project planning, governance meetings, and status reporting, ensuring alignment with agency objectives and security standards.

Responsibilities include coordinating Technical Lead, Developers, and Business Analysts, and ensuring adherence to NYS PM directives and ITSM documentation practices.

Qualifications

Description

Daily Tasks include but not limited to the following:

• Act as facilitator and primary project manager for projects related to OASAS Business efforts.
• Use project management methodology and documentation to manage projects. Plan and facilitate all required project and technical meetings including demonstrations of application development progress.
• Provide Agendas and Distribute Meeting Minutes for all Project Management Meetings.
• Use project management tools, such as Microsoft Word, Excel, Project and Visio to delegate staff assignments, track project status and determine time estimates.
• Provide regular status reports detailing project metrics, progress, and mitigation strategies underway to address concerns.
• Coordinate and Partner with Project Resources including Technical Lead, Developers and Business Analysts.
• Coordinate the development of test plans and testing with the Project Technical Lead.
• Adhere to all NYS Project Management directives and processes.
• Leverage NYS ITSM to document project status/progress, and ensure project team members submit requests for services from other ITS service owners as necessary to fulfill project requirements

Mandatory Qualifications

1 84 Months Experience as a Project Manager, managing project execution and control, including maintaining project budgets, Microsoft project schedules, scope, requirements, status reports, communication plans, and quality standards. 2 84 Months Experience as a Lead Project Manager using the Secure Software Development Lifecycle including the use of Planning, Analysis, Design & Development, Implementation, Testing and Release to Production activities for new software implementations. 3 60 Months Experience as a Project Manager, managing infrastructure projects which require network connectivity (such as building management systems, medication distribution systems, temperature monitoring systems, VOIP, Wireless, and other systems) 4 48 Months Experience providing technical support to facilitate understanding of IT related proposed contract scopes of work to ensure they are written in a manner that assures implementation of version upgrades, installations, configurations, custom development, triage and troubleshooting incidents, and testing. 5 48 Months Experience managing application development projects that include commercial off-the-shelf (COTS) products. 6 60 Months Experience managing multiple projects on varied platforms simultaneously, such as infrastructure and application development and platform migraion projects. 7 60 Months Experience working on projects that require the ability to understand technical requirements such as server and database requirements for multiple environments like Dev, QA, Prod. 8 48 Months Experience managing Project Management functions in Service Now Project Management Software to update and maintain project management records, such as start/end date, estimates, cost plan, change request, maintain milestones, enter status report, etc. 9 48 Months Project Management experience leading projects with direct stakeholder involvement at state government director level and above. 10 48 Months Experience in managing projects involving more than one state agency. 11 Project Management Professional (PMP) Certification from the Project Management Institute (PMI)
