Job summary

Moffatt & Nichol in Guam is seeking a Senior Field Engineer to lead the Post-Construction-Award Services (PCAS) team on large waterfront projects. You will coordinate clients, field staff, and subcontractors from on-site, directing construction management and technical decisions.

This role sets project direction, mentors staff, reviews drawings and submittals, manages schedule and budget, and ensures quality and compliance with contract documents.

Qualifications

• Bachelor's degree in Construction Management, Civil Engineering, or related field.
• 15+ years of experience with marine ports, U.S. Navy, Department of War, and/or marine structural or heavy civil projects.
• Professional licensure (PE, CCM, PMP, or equivalent); preferred.
• Expert in construction management practices, standards, and executive client management.
• Excellent verbal and written communication skills.
• DBIDS card or eligibility to obtain DoD DBIDS card and badges.
• Valid driver's license for travel to client sites.
• Strong leadership, team-building, interpersonal, and negotiation skills.
• Knowledge of budgeting and forecasting principles.
• Experience with Windows 365 productivity applications (Word, Excel, PowerPoint).

Responsibilities

• Lead coordination between PCAS team and clients/government/contractors.
• Develop and monitor multiple large construction projects from Guam on-site.
• Oversee submittals, RFIs, change orders, and related admin tasks.
• Interpret drawings and specs to provide on-site technical solutions.
• Serve as on-site observer documenting progress and conformance.
• Prepare critical agreements and review subconsultant agreements.
• Schedule and lead critical project meetings; support PMs.
• Oversee PCAS team; assign work, monitor performance, forecast workload.
• Lead on-site field team; hiring, mentoring, career development.
• Maintain records of field activities and ensure scope compliance.
• Monitor quality, efficiency, and compliance with program/budget/legal.
