Job summary

City of Durham seeks a Grants Manager to oversee ARP grant activities, ensuring compliant administration and reporting across the grant life cycle. You will collaborate with multiple departments, monitor costs, subrecipients, and deliver transparent reports to City Council and the community.

The role focuses on process improvement, federal guidance adherence, and data tracking, with opportunities to influence local grant strategy and equity initiatives within municipal operations.

Qualifications

• Bachelor's degree required; five years grant-related experience.
• Ability to analyze, research, and interpret grant guidelines.
• Experience drafting local government contracts.
• Strong MS Office skills.
• Ability to communicate clearly in writing and orally.

Responsibilities

• Plan, direct, and coordinate community engagement activities.
• Manage grant-funded projects/programs to ensure objectives are met according to regulations.
• Oversee pre-award and post-award activity for grant funding, including contracting and reporting.
• Coordinate budget development, allowable direct/indirect costs, funding allocations, and approvals.
• Create grant project budgets and monitor expenses; ensure funds are available.
• Interpret laws/regulations pertaining to federal grants and align projects for compliance.
• Prepare status reports for Executive Team and City Council.
• Evaluate budgets and costs; meet deadlines.
• Manage subrecipient grant applications and reporting; track success metrics.
• Train subrecipients in grant management and monitoring.
• Monitor subrecipients and grant-funded projects for compliance.
• Submit required grant reporting to grantor; review reimbursements with Finance.
• Maintain grant reference materials and timelines; stay aware of funding sources and regs.
