Job summary

Boundary County is seeking a County Grant Writer / Personnel Director to research, prepare, submit, and manage grant opportunities for county programs while overseeing personnel administration, HR functions, and compliance with federal and state employment laws. The role also cross-trains as payroll clerk backup for the Clerk.

Qualifications

• Knowledge of grant research, writing, administration, and compliance is required.
• Knowledge of human resources principles and employment law.
• Knowledge of federal and state labor regulations.
• Bachelor's degree in HR, Business Admin or similar, or equivalent years of experience.

Responsibilities

• Research and identify grant opportunities.
• Prepare, write, and submit grant applications.
• Coordinate funding needs with departments.
• Develop grant budgets and assist with project planning.
• Monitor grant compliance and reporting deadlines.
• Prepare financial and performance reports for grantors.
• Maintain grant records and documentation.
• Track grant expenditures and ensure compliance.
• Serve as liaison between the county and funding agencies.
• Assist departments in implementing grant-funded projects.
• Administer county personnel policies and procedures.
• Coordinate recruitment, hiring, onboarding, and orientation.
• Maintain employee personnel files and records.
• Assist supervisors with performance management.
• Provide guidance on disciplinary actions.
• Coordinate disciplinary actions between department heads, employees, civil attorney and ICRMP.
• Coordinate employee training and professional development.
• Monitor compliance with employment laws and policies.
• Assist with workers' compensation, unemployment, and leave administration.
• Conduct wage and classification meetings; maintain confidentiality and help update policies and handbooks.
