Job summary

The Washington, DC-based U.S. Office of the Secretary of Health and Human Services seeks a highly qualified grants data specialist.

The role requires specialized experience at the GS-13 level or higher, with proven ability to analyze grant systems, data standards, and lifecycle processes across multiple programs. Ideal candidates will work with federal grant systems to inform policy decisions, prepare analytical briefs, and support interagency initiatives such as the GREAT Act and FIBF.

Qualifications

• One year specialized experience equivalent to at least GS-13 in the Federal service performing at least 3 of the following: analyzing grants data standards, grant system documentation, or grant business processes to identify data-related issues and recommend improvements; reviewing grants policies, system requirements, and data initiatives to evaluate compliance with Federal laws, regulations, and guidance and recommend changes.
• Extensive knowledge across multiple grants lifecycle areas (Program Setup, Pre-Award, Award, Payments, Post-Award, Program Reporting, and Single Audit).
• Experience using government-wide grant systems (e.g., SAM.gov, USAspending.gov, Grants.gov, FAC.gov) and agency grant management systems to input, publish, download or analyze grant-related data to support program requirements.

Responsibilities

• Prepare analytical reports, issue papers, data analyses, and briefing materials to support grant-related management decisions; communicate technical findings to nontechnical audiences through clear visualizations, reports, and briefings for executives and cross-agency partners.
• Conduct analysis to support implementation of the Grants Reporting Efficiency and Agreements Transparency (GREAT) Act and development of associated data standards or the Federal Integrated Business Framework (FIBF) for Grants.
• Support a major grant-related interagency effort with substantial contributions and coordinate with program teams to inform policy decisions.
