Connexus Hub is seeking Grants Lifecycle Specialists to support federal grants administration for the U.S. Department of Labor.

The role spans pre-award, award, and post-award activities, data validation, and audit resolution, with on-site work in Washington, DC and contingent upon contract award. The successful candidate will manage grant documentation, generate ad-hoc reports, and assist in financial reporting and closeout processes in accordance with agency procedures.

Qualifications

  • Bachelor's degree or four years of relevant experience.
  • Proficiency in Microsoft Office (Word/Excel) and Adobe Acrobat.
  • Demonstrated written and oral communication skills.
  • Ability to obtain and maintain a favorable background investigation and federal credential.
  • Federal grants or cooperative agreement experience preferred.
  • Familiarity with GrantSolutions, eGrants, ASAP, or comparable systems.
  • Working knowledge of 2 CFR Part 200 (Uniform Guidance) preferred.
  • Experience with single audit resolution or federal financial reporting preferred.
  • Experience handling personally identifiable information (PII) under federal privacy requirements preferred.
  • Authorization to work in the United States without sponsorship.

Responsibilities

  • Pre-screen grant applications, schedule merit review panels, conduct presentations, and facilitate panel deliberations as directed.
  • Input grant data in GrantSolutions, including hard-copy applications.
  • Prepare correspondence such as non-responsive, late, welcome, and evaluative feedback.
  • Support panel normalization through parallel validation within one day of assignment.
  • Develop ad-hoc reports and perform data validation for USASpending reporting.
  • Review applications, process revisions, and communicate with applicants.
  • Create recipient and grant numbers, upload base award packages, and submit for review/approval.
  • Redact PII and confidential info from abstracts and narratives within three business days after award.
  • Review budgets and statements of work; prepare modifications within three business days per task.
  • Conduct audit resolution activities and ensure proper procedures/regulations.
  • Process transmittals of final audits and review documentation from grantees/contractors.
  • Prepare determinations for federal management signature; Initial within 60 days, Final within 120 days of final audit date.
  • Maintain complete case files and participate in informal resolution.
  • Prepare and transmit closeout packages and assist during closeout.
  • Verify financial reporting against expenditures in financial systems and rectify deviations.
  • Complete reconciliations, certify closeout forms, issue settlement letters, and complete internal certifications.
  • Assist in problem solving and prepare reports/analyses for special assignments.

Job description

Connexus Hub is seeking Grants Lifecycle Specialists to support federal grants administration for the U.S. Department of Labor, Employment and Training Administration, Office of Grants Management. The position provides critical support across all stages of the grant life cycle, including pre-award, award, and post-award activities, transparency efforts, financial reporting, financial and data analysis, data validation, audit resolution, and grant closeout. The successful candidate will handle, process, facilitate, create, modify, publish, and disseminate grant documentation in accordance with agency Standard Operating Procedures. Position is on‑site in Washington, DC and is contingent upon contract award.

Responsibilities
  • Pre-screen grant applications, schedule merit review panels, conduct presentations, facilitate panel deliberations, and review panel workbooks as directed.
  • Review and input grant application data in GrantSolutions, including hard-copy applications.
  • Prepare correspondence including non-responsive, late, welcome, and unsuccessful letters, and evaluative feedback.
  • Support the panel normalization process of parallel validation within one day of assignment.
  • Develop ad-hoc reports and perform data validation, including support to data validation responsibilities for USASpending reporting.
  • Review applications, process revisions, and communicate with applicants as necessary.
  • Create recipient and grant numbers, create and upload base award packages, and submit packages for review and approval.
  • Format and redact personally identifiable information and confidential business information from applicant abstracts and project narratives within three business days after award announcement.
  • Review and analyze budgets, statements of work, and other grant actions, identify questionable elements, and prepare grant modifications within three business days per task with limited guidance.
  • Conduct audit resolution activities related to audits, monitoring, and other reports, ensuring proper procedures and regulations are followed.
  • Process transmittals of final audit and other reports, review documentation from grantees and contractors, and review National and Regional Office draft responses.
  • Prepare legally supported Initial, Preliminary, and Final Determinations for federal management signature; submit Initial Determinations within 60 days and Final Determinations within 120 days of the final audit report date.
  • Maintain accurate and complete case files and participate in informal resolution activities as required.
  • Prepare and transmit closeout packages, confirm receipt with grantees, and offer assistance throughout the closeout process.
  • Verify in financial reporting systems that financial reports match expenditures and rectify deviations with the Office of the Chief Financial Officer.
  • Complete financial reconciliation, certify closeout property certification forms, issue preliminary settlement and closeout notification letters, and complete internal certifications.
  • Assist in problem solving to formulate and implement recommendations for action, prepare a variety of reports and analysis, and complete special assignments with limited guidance.
Job Qualifications
  • Bachelor's degree from an accredited college or university, or four years of relevant experience in lieu of a degree.
  • Proficiency in computer programs such as Microsoft Office, including Word and Excel, and Adobe Acrobat.
  • Demonstrated written and oral communication skills.
  • Ability to obtain and maintain a favorable National Agency Check with Inquiries background investigation and a federal credential under HSPD-12.
  • Federal grants or cooperative agreement experience preferred.
  • Familiarity with GrantSolutions, eGrants, ASAP, or comparable federal grants systems preferred.
  • Working knowledge of 2 CFR Part 200 (Uniform Guidance) preferred.
  • Experience with single audit resolution, grant closeout, or federal financial reporting preferred.
  • Experience handling personally identifiable information under federal privacy requirements preferred.
  • Authorization to work in the United States without sponsorship.
