Job summary

The State of Wyoming Department of Health seeks a Contract Specialist to support procurement, contracting, and contract management for the Rural Health Transformation Project (RHTP). You will ensure compliance with federal/state rules, oversee amendments, and support vendor oversight across multiple contracts.

Responsibilities include drafting RFPs/RFAs, coordinating evaluations, and monitoring contract performance and audits.

Qualifications

• Ability to troubleshoot complex issues and resolve or recommend solutions.
• Oral and written communication skills to communicate with a broad range of audiences.
• Ability to learn new and emerging technologies quickly.
• Ability to gather functional and non-functional requirements rapidly.
• Ability to write RFPs/RFAs and coordinate evaluation and award processes.
• Knowledge of State contract procurement processes.
• Ability to manage projects.
• Knowledge of contract management, tracking, and invoicing.

Responsibilities

• Writes and/or reviews grants/contracts/RFP/RFI/business cases.
• Provides technical assistance to program areas or to agencies.
• Determines grant/contract/RFP/RFI allocations or reviews for appropriateness.
• Compiles and/or reviews budgets and narratives for submission and approval.
• Executes grant/contract/RFP/RFI award agreements per rules and regulations.
• Monitors grant/contract recipients for compliance with requirements.
• Participates in audits of grant/contract programs.
• Maintains knowledge of grants/contracts rules and regulations.
• Implements program improvements.
• Reviews proposals for professional services agreements.
