Job summary

The State of Wyoming Department of Health seeks a Rural Health Transformation Grants & Contract Specialist to oversee the grants, contracts, and subgrantee monitoring for the Rural Health Transformation Program.

This role manages budgets and procurement, drafts agreements, and ensures compliance with federal and state requirements while coordinating with internal and external partners to advance the Make Wyoming Healthy Again initiative.

Qualifications

• Experience in managing a federal grant/budget.
• Knowledge of grant writing and management, budget management, and project management.
• Familiarity with state procurement and purchasing procedures.
• Knowledge of sub-grantee monitoring best practices.
• Knowledge of Wyoming personnel rules and state and federal laws.

Responsibilities

• Writes, reviews, and scores RFPs, RFIs, and RFAs.
• Compiles and reviews budgets and narratives for submission and approval.
• Drafts contracts and grant agreements in accordance with guidelines.
• Monitors contractors and subrecipients to ensure deliverables are met.
• Participates in state and federal program and financial audits.
• Maintains knowledge of grant, contract, RFP, RFI, RFA, and purchasing rules.
• Implements program improvements.
• Prepares and submits grant reporting.
• Conducts subrecipient monitoring activities.
• Provides technical assistance to contractors and subrecipients.
