Job summary

Qualifications

• Bachelor’s degree in Public Administration, Finance, Business, or related field.
• 5+ years of grant compliance/administration experience on large infrastructure or transportation projects.
• Knowledge of federal grant regulations (FTA, FRA, USDOT).
• Strong organizational, analytical, and communication skills.
• Experience with PMIS, financial reporting, and MS Office.

Responsibilities

• Ensure compliance with all requirements related to federal grant programs, including FRA Circular 5010.1E, Common Rules (2 CFR 200), and FTA’s Capital.
• Research and review grant guidelines and circulars; prepare concise information for GDC, comparing grant program requirements with GDC and HTP policies and procedures, and recommend revisions as needed.
• Support GDC with federal and state audits, including collection, preparation, and organization of requested materials, and tracking audit requests and processes.
• Interface with GDC’s technical, financial, and administrative offices for the review of materials necessary for meeting FTA’s Triennial Review.
• Update GDC’s Standard Operating Procedures (SOPs) for compliance with federal grant regulations and requirements.
• Conduct mock audits measuring GDC’s compliance with requirements related to federal grant programs, ensuring audits are performed by qualified firms.
• Administer, document, and report on grants and federal funding received through various USDOT programs.
• Serve as the primary liaison between GDC, FRA, FTA, and PMOC to ensure compliance and support grant activities.
• Lead program and project meetings by preparing materials, documenting outcomes, and ensuring compliance with federal oversight requirements.
• Record and report financial data and track any other data required for administration of the relevant grant program.
• Support GDC’s financial team in preparing required reporting obligations to funding partners and USDOT, and review requisitions for grant eligibility and drawdown submissions for reimbursement.
• Assist with pre-award activities, including grant proposals, preparation, completion, and submittal of grant agreements and discretionary applications.
• Apply for, obligate, and close out grant awards issued under USDOT, primarily FTA and FRA.
• Manage grant administration activities, including completion, collection, and organization of quarterly and/or monthly reporting.
• Prepare schedules for HTP milestones and track progress against approved schedules; maintain schedules and track delays and delay justifications for the project.
• Lead coordination efforts to address information requests, ensuring timely and quality responses by engaging key stakeholders across the GDC organization.
