Texas Department of Transportation (TxDOT) Compliance Division is looking for a Grant Compliance Analyst based in Austin, Texas. Performs grant compliance analysis, training, and technical assistance work for the Texas Department of Transportation and external stakeholders in the Compliance Division. Responsibilities include interpreting federal and state grant requirements, coordinating with internal teams and partners, and publishing guidance materials. Focus areas include Uniform Grant Guidance (2 CFR Part 200), Texas Grant Management Standards, and circulars from FTA, FHWA, and NHTSA. The role also involves monitoring policy updates, maintaining data dashboards, and presenting findings to leadership. Work requires contact with high-level executives and other governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

• Prepares written reports and presents findings to senior executives and other governmental agencies.
• Researches, reviews, and analyzes multiple projects and grant programs including interpreting federal and state requirements such as Uniform Grant Guidance (2 CFR Part 200), Texas Grant Management Standards, and circulars related to FTA, FHWA, and NHTSA funding.
• Provides assistance with government funded grant related compliance issues.
• Verifies compliance with specific grant requirements by conducting desk and/or onsite reviews.
• Attends agency workgroup meetings as necessary to remain up to date of changes to policy, rules, and the agency needs.
• Assists the immediate team as well as internal and external stakeholders with policies relating to compliance and grants administration.
• Collaborates with TxDOT granting divisions, oversight districts, the Financial Management Division, and external partners to ensure alignment and compliance.
• Performs routine grant compliance reviews to determine compliance with laws, rules, and regulations coordinating closely with TxDOT divisions, districts, and the Financial Management Division to support oversight and compliance efforts.
• Develops presentations and conducts grant compliance training for TxDOT granting divisions and external stakeholders.
• Monitors, analyzes, and tracks federal and state legislation, rules, regulations, and policy updates relating to grant management.
• Develops guidance materials and publishes data for internal and external audiences, and contributes to quarterly Compliance newsletter, grant-related data sheets, and web content.
• Maintains and updates data dashboards including analyzing large datasets.
• Performs other job responsibilities as assigned.

One year of experience in research, compliance analysis, data analytics, legal analysis, and/or auditing work. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate education may be substituted for experience on a year per year basis.

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.
