Texas Department of Transportation is seeking a Budget Analyst III or Transportation Analyst I in Austin, TX. The role involves transportation programming, project scheduling, and funding analyses, with responsibilities across FPAA, AFAs, and federal/state funding compliance.

The position requires a Bachelor's degree in finance, accounting, or related fields and about 2 years of funding administration experience.

Qualifications

• Bachelor's Degree in Finance, Accounting, Business or related discipline; substitutions allowed per policy.
• 2 years of experience in funding administration, planning, budgeting or related state/federal funding work.

Responsibilities

• Assist with the 24-month letting schedule, fiscal constraint, and letting/funding processes.
• Coordinate project scheduling, programming, and funding review/approval for districts.
• Monitor financial constraint of construction funding allocations as annual budgets dictate.
• Prepare Federal Project Authorizations and Agreements; review AFAs and funding eligibility.
• Advertise construction and maintenance projects in the centralized program.
• Ensure compliance with federal and state laws, regulations, policies and procedures.
• Prepare and distribute letting and funding reports; support data integrity.

Performs transportation programming, letting project scheduling, and federal funding preparation and analysis work. Oversees projects/grants/programs/lettings to include application, approval, monitoring, audits, investigations, and authorizing funding. Work involves administering project programming and scheduling processes and systems; reviewing, analyzing, and evaluating project funding data; preparing reports and responding to inquiries. Interpreting, reviewing, and implementing state and federal statues, legislation, laws, and/or policies. Employees at this level establish their own work plan and priorities to meet set objectives.

• Assist with development and monitoring the 24-month letting schedule, fiscal constraint, and letting/funding processes in accordance with the statewide plan as authorized in the Unified
  Transportation Program (UTP)
• Coordinates project scheduling, programming, and funding review/approval for assigned district(s) within TXDOTCONNECT and the Department's Category Analysis
• Monitors financial constraint of assigned district(s) construction funding allocations, as established annually by the Chief Financial Officer in accordance with the agency's Cash Forecast.
• Prepares Federal Project Authorization and Agreements (FPAA); reviews Advanced Funding Agreement (AFAs), confirm funding eligibility and assists assigned districts with federal funding
  questions
• Assists with the advertisement of construction and maintenance projects in the centralized advertisement program, in accordance with state and federal requirements
• Ensures compliance with federal and state laws, regulations, policies and procedures, and standards pertaining to programs
• Prepares and distributes letting, project funding, federal/state funds management reports
• Assists with data integrity and quality control processes to ensure accuracy/consistency of internal and external reports
• Performs other job responsibilities as assigned
  

Minimum Qualifications

Education

Bachelor's Degree in Finance, Accounting, Business or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience

2 years experience in funding administration, planning, budgeting or working with state or federal funding. (Experience can be satisfied by full time or prorated part time equivalent).

Preferred Qualifications

Bachelor's Degree in Finance, Accounting, Economics, Business Administration and Government, etc. highly preferred
