Job summary

Norfolk State University seeks a Title III Budget Specialist to oversee the financial management of Title III grants, ensuring compliance, developing and monitoring budgets, and preparing required reports for grant performance.

The role partners with project leads and finance teams to ensure prudent stewardship of grant funds from award through closeout. This GRANT funded position requires a bachelor’s in accounting/related field and experience in grant budgeting, with strong Excel skills.

Qualifications

  • Bachelor’s degree in accounting, Finance, Business Administration, Public Administration, or related field.
  • 2–4 years of experience in grant budgeting, accounting, or financial analysis (higher education or public sector preferred).
  • Ability to work independently and collaborate with a team.
  • Working knowledge MS Office 365 with a proficiency in MS Excel (pivot tables, lookups, etc.).
  • Working knowledge of Uniform Guidance (2 CFR 200) and EDGAR requirements.
  • Strong analytical, communication, and documentation skills; detail-oriented with high integrity.
  • Proficient in navigating Colleague Financials.

Responsibilities

  • Manages budgets, monitors financial reports, and ensures compliance with grant requirements throughout the project life cycle.
  • Collaborates with project leads and Grants and Contracts Accounting to support budget modifications, reporting, and closeout processes.
