Job summary

HydroGraph is seeking a Proposal Manager to lead government funding proposals from initial scoping to final submission. This role interfaces with business development, technical teams, finance, and executives to craft high-quality proposals for defense and other government programs.

You will manage timelines, gather inputs, ensure compliance, and coordinate partner contributions while supporting NDA/ MTA processes and related administrative duties.

Qualifications

• Bachelor's degree in a science, engineering, or related field is required (advanced degree preferred).
• 10+ years of proven experience in customer-facing technical support roles in advanced materials or related sectors.
• Experience with technical support involving materials science or nanotechnology applications.

Responsibilities

• Lead end-to-end proposal development for government funding opportunities, including schedules, inputs, and final submissions.
• Coordinate with BD, technical, finance, legal, and executive stakeholders to gather information and align strategy.
• Review solicitations, summarize requirements, deadlines, eligibility, and compliance obligations.
• Develop and maintain proposal calendars, checklists, and status trackers to keep activity organized.
• Draft, edit, format, and assemble proposal content including executive summaries and attachments.
• Support NDA/ MTA processes and partner coordination, capturing actions and inputs.
• Maintain organized records of submissions, opportunities, and communications.
• Provide updates to sales, business development, and leadership on status and deadlines.
